You could also say "let down" or "let out" the hem.

I consider "letting out" to be making something wider, rather than longer.

I would be a little confused if I heard "My trousers are too short. I must let out the hem". Like ems, I take 'let out' to mean 'make wider'.

I am not a seamstress, and that phrase seems odd to me also. But I just reported what I found.
