Some employee in my company is taking off the previous day before their annual leave starts, claiming that they have to prepare for travel etc...etc.. Now I want to write a memo to all this is not allowed any more.- Please see below.

The absence of previous day of proceeding annual leave has become a pattern for all employees in this company.
Please bear in mind that this is not a privilege of any employees taking leave just one day before annual leave starts. Any employees proceeding his/her annual leave must be remain on duty till the last day of the leave starts

Perhaps:

Taking off a day before annual leave starts has become a pattern for the employees of this company. Henceforth, nobody will be allowed to take the day off the day before their annual leave starts. (Keep in mind that if you do so anyhow you might not have a job when you get back.)
