In the following sentence does "when" act like a conjunction?

"Please reply me when you are free"
 
"Reply me" is always incorrect. Use either "Please reply when ..." or "Please reply to me when ...".
 
Read the following sentence.
"I don't know why she uses bike when she has a car."

In this sentence does both "why" and "when" act as a conjunction? @Rover_KE

@Tarheel You are very cruel. I'm non native English speaker. I want to learn English. Instead of clearing my doubts, you're scolding me. You said that you're only 50% sure. What kind of answer is it? Even I was 50% sure. That's why I posted it here. Please don't confuse me with such ambiguous answers. I want 100% surety.
