Does "police called to home over party" mean "police was called to the home to deal with something happened in the party held there"?

Note the corrections, especially the passive structure and that "police" takes a plural verb.
To answer your question, yes it does.
 
It doesn't necessarily mean something that happened at the party. The police could have been called simply due to a party being held. Sometimes neighbours call the police just because of loud music or a lot of cars, or they suspect underage drinking; some just object to people partying!
