Hello everyone,
Could you please tell me if both of the following sentences are correct?
1. The necessity of transition has been noted to a free-market economy.
2. The necessity of transition to a free-market economy has been noted.
Or such word order (as in the first sentence) is only possible if a sentence is long as in:

During the last 5 to 10 years, the concept has been developed of a Council’s strategic housing role.
