poverty line

This seems to be the definition of "poverty line". If your basic minimum living cost is like $1,000, and you earn only $800, you will fall into the category like this man, right? And is it a common term?
If someone is on the poverty line, they have just enough income to buy the things they need in order to live.

Yes. It's an income/expenditure ratio below which you are deemed to be "poor".
 
In the US it is termed "poverty level."
 
I felt "under poverty line" to be "out of even poverty group", extremely poor not to be called even poor. But according to your description, bordering this line, you are either poor or non-poor.

Per capita income levels that are considered below the poverty line vary from country to country, (in the USA) state to state, and even community (urban versus rural).
