In order to define a Powerski Jetboard is it okay to name it a vehicle ?
what should we call it?
 
It conveys things, so I'd say it was OK - if a bit formal - to call it a vehicle; the same would go for 'conveyance'. Depending an the audience, I'd be tempted to call it 'a thing 'a bit] like a [Malibu] surfboard, but with...'

yeah,It sounds odd to me,too. But in the case that one needs to classify it to a group of things, what should it be called?

A watercraft.

Example: "A person must be at least 16 years old in order to get a license to operate any type of motorized watercraft."
 
'Vessel' is commonly used in BrE.
 
But I think in this case 'watercraft' is more apt. A vessel makes me think of something you ride in.
