Can I use sentence N2 to express a general preference?

1. I prefer to stay at home rather than go to the cinema. (specific situation)
2. I prefer staying at home rather than going to the cinema. (general preference)
3. I prefer staying at home to going to the cinema. (general preference)

I wouldn't use it. Use #3.
