In 2003, President/former president/then-president George W. Bush of the USA launched the Iraq War.

My question is: can 'former president' be applicable here without giving the impression that he was a former U.S. president in 2003?

Logically, yes, because former presidents cannot launch wars after they leave office, but I think then is clearer.
