Can the adjective 'Stagnant' be used with the noun 'Price' to mean that it neither increases nor decreases?

I have made a significant investment in real estate in the early 2010s but it is not providing much return as the land price has been stagnant for the past few years.

The price is stagnant. It is going neither up nor down.
 
I'd use "... land prices have been stagnant ...". There isn't just one fixed price for all parcels of land.
