Pronunciation of "matter" with a northern accent

Does the channel's author pronounce each of /æ/ in matter differently? I mean that the first /æ/ sounds like RP. The second/æ/ sounds more like /ʌ/ as in “strut” or "up. In other words, regardless of the northern accent involved, it does not extend to the initial /æ/.

Birmingham’s in the Midlands, so you can’t call Brummie a northern accent.
