Propositional meaning

Hi,

Say you have a word in Arabic and the word does not exist in English, and the only is to describe it, does it mean that it does there is no PROPOSITIONAL equivalent?

Please help I hope my question is clear!!

As far as I know, the "propositional meaning" is the shared knowledge the speaker and the listener are assumed to have about the topic being mentioned. For example, If I say "the car's broken down again", the first thing you'll realise for sure is I HAVE a car. I'm not sure if this really helps when talking about two languages...***not a teacher***
