[Grammar] Proxy 'of' or 'for' someone?

Is this correct?

"Why should she be made a proxy in suffering of/for her sister. She was not the one who wronged him but her sister was."
 
I prefer 'for' but I think you're looking for the word 'scapegoat.'
 
No, I meant 'proxy'. I wanted to convey that Rob who can’t revenge himself on Anna’s sister is persecuting Anna.
