What is the meaning of the verb 'pull' in this sentence?

''She pulled steadily on the rope and helped him to safety''. [pulled firmly and evenly]
 
It is the standard definition of the verb. All on does is show that she kept holding the rope as she drew the person closer.

As defined, "to exert force". I suggest you check a dictionary on terms/words such as this to determine if it fits the context of the quote.
