The first thing that publishers do with every submitted manuscript is to replace every instance of multiple spaces with a single space.
I have a Word macro that eliminates all double spaces. I don't allow spaces for formatting or after punctuation marks, so theoretically there should be no double spaces at all.

For me I often use double space. I do it to aid readability. For example when I use 'Calibri (Body) 11' as a font I find a single space is not kind to the eye.

As for rules I'd be very wary. Could be a slippery slope leading to us being told there is only one acceptable font. Then font size. Then ...........;-)

I always thought that the U.S. had one of the worst carbon-footprint/tree-destroying records?!

Think how much worse it could have been if they hadn't mandated one space!
