[Vocabulary] Recognize vs. Observe

Is it appropriate to use the word "recognize" in the sentence, "Some states do not recognize Daylight Savings Time"? I know that it is more common to use the word "observe" in that sentence but may I use the word, "recognize"?

I wouldn't use "recognise"(BrE spelling) there.
