I was wondering if you'd nicely help me to understand the meaning of the bolded part:
"This is a popular vote. All nominations are rewards in and of themselves."

I read it under a poll! Does that mean nominees are able to vote for themselves?

No.

It means that being nominated to be in the poll should be considered a "reward," and honor. Even if you don't win, it is an honor to have been nominated.
 
I am not a teacher.

I have never said, 'In and of itself/themselves' or any other variant in my life, and don't expect to start doing so in the foreseeable future.

It's an Americanism, and when I want to express this idea I omit the 'and of'.
 
Indeed it is an Americanism, and we use it.
