I agree with Rover, it sounds like they're referring to the standard menu items offered in generic restaurants/diners (as opposed to a restaurant that specializes in a specific type of cuisine, such as seafood or Italian). I'm reminded of a quote from the movie City Slickers - the resident cook at the dude ranch announced to the guests that the food he served was not nouvelle cuisine, it was just "hot, brown, and there's plenty of it."
