I've never heard disallowing a goal referred to as "ruling out a goal".
Fair enough. I don't watch football anymore but my dad and stepfamily are obsessed with it. I still hear them referring only to "disallowing a goal", but maybe that doesn't involve VAR.It's very common in football, even more so I think since the introduction of VAR.
