1) He refused to help me saying I was not his friend.

2) He refused to help saying You are not my friend.

Do we need "passive" or "active" voice after "saying"? Should we use "past" form in second part in these kinds of sentences? Our tenses should agree. AmbI correct?
 
Both sentences need a comma.

Sentence 2 includes quoted text which needs quotation marks.

Can you correct those errors in a new post in this thread?

It depends on the message you wish to convey/:

He said that his father beat
(active) him.
He said that he was beaten
(passive) by his father.

You were told that the commas were in the wrong place, not that they should be removed.

Move the commas to the left.

Delete the quotation marks in the first.
Begin the words quoted with a quotation mark in the second.

As we have told you many times before, you must capitalise the first word of a complete sentence inside quotation marks.
