I watched a movie where a family reunites and all of a sudden the "scene cuts off to a woman's murder".

Is it correct to say "scene cuts off to" like this?

Either just use "cuts" or "cuts away."

I don't think "scene" is the right subject. The film or movie cuts to a murder.

You can say they cut from one scene to another very different one.
