[Grammar] 'seem' in passive

I know that the following sentence: 'He seems to have a lot of power' is grammatically correct but I'm wondering if it's possible to say:

He is seemed to have a lot of power.

No. The verb "seem" is intransitive and cannot be used in the passive.

In order to play devil's advocate, I'll say that the passive of "He seems to have a lot of power" would be "A lot of power seems to be had by him".

Marker, the first thing to remember about turning an active sentence into a passive sentence is that we normally take the object, turn it into the subject and move it to the start of the sentence. Consequently, your original "He seems to have ..." would not become another sentence starting with "He ...".
