What is the word which means to sell in small quantities (as in shop to the public)?

1-To deal.
2-To trade.
3-To wholesale.
4-To retail

I select to retail​.
 
Of the four options you have been given, "to retail" is the closest. However, it only means to deal in smaller quantities than the other three choices. If someone goes into a supermarket and buys 100 bottles of champagne, I don't consider that to be a small quantity, yet they still bought it at a retail store.

I think "to retail" is fine. A retailer will sell small quantities or individual items, a wholesaler will not.
