I'm not sure what "sense of efficacy" means. Do the above sentences mean framing our busiest moments more positively increases our feelings of effectiveness or efficiency?

She means it could improve the way we plan our lives to be more efficient. If we aim to do creative or energy-demanding tasks immediately after multitasking, we'll be more productive. That's an increase in efficiency.
