"Serve at the pleasure of" is a fixed phrase that indicates, in this example, that the university administration allows them to be on campus and can revoke that privilege at any time and for any reason (or no reason). They have no right to be on campus. They have no grounds to fight legally if they are removed. They are there only as much as they "please" the administration.
