Why does the speaker say "will have told" instead of "will tell" or "is telling"?
 
The speaker is certain that the doctor has told him.
 
The speaker assumes the doctor has already done it. "Will tell" is in the future, and "is telling" is in the present.
 
Why didn't the speak use "has told"?
