You can say "she goes to work by bus" when you are anywhere to describe her normal behavior.
If you say "she comes to work by bus" it only makes sense if you are at "work." For example, you are in the office and the boss says "where's Suzi?"
"I don't know, she usually comes to work by bus, but she isn't here yet. Maybe there was a delay."
