The shot was bang on target.
Does shot mean "a ball or "a bullet "?
Which case is more likely?

I agree with Rover, but without any further context, I would guess a ball.
 
No context, it's an example sentence in a dictionary.

The 'bang' gives no clue. If someone spits at you and hits you in the eye, the same term could be used. It's generic.
