Please, clarify the meaning of "all-in" in the sentence below:

"Since the United States decided to go all-in with a focus on the great power competitions, terms such as irregular warfare, counterinsurgency, and small wars have lost vogue".

So, the meaning of the original sentence is that the US decided to make a total commitment (to dedicate themselves to) to focusing on great power competitions?
Does 'great power competitions' mean that sort of a race to reveal one's military and power capabilities (in that case those of the US)?
