what does this mean,
"She is a sly bitch."

Look up the words in a dictionary and tell us what you don't understand about them.
 
Additionally please know that many people find the "b-word" offensive and would prefer you use asterisks as in b*****.

That's true but it's an idea to put a few more of the relevant letters in with the asterisks. The word (with asterisks) that BarbD posted could be one of at least five potentially offensive words that I can think of, and it would be good to know which one is intended.
For example

B**ch
B***ard
B*gger

(1) As the moderator said, that particular word is one of those words that

well-mannered people here in the United States never use (unless, maybe,

you are speaking with a veterinarian about dogs).

(2) I think that it would be helpful for learners to keep a list of words that they should never

use if they come to the United States to visit, study, or live. If you use that

word in the company of men and women, you will (as the saying goes) find

yourself in a world of hurt. (That is, the consequences of your saying that

word will be most unpleasant. Those consequences could be social, legal, or

even physical.)
 
No, "sly" does NOT mean silly.

It has negative connotations, often.

It means crafty, clever but in a mean or selfish way, even sneaky.

There are some examples of things like "He gave a sly wink" which does not have such negative connotations, but usually, being called "sly" is not a compliment.
