"So he is" and "so is he."

In your example, can I say "so he is" instead of "so is he."

Is "so he is" for emphasis and "so is he" indicates possession.

C: So does he. ["He" refers to another person, not to Tom]

A: Tom is bald.
B: So he is! ["He" refers to Tom]
C: So is he. ["He" refers to another person, not to Tom]

The responses by B express surprise. In other words, B is saying "Oh wow. I am really surprised to learn/know that Tom has a beard/is bald".
The responses by C refer to another person who also has a beard/is also bald, respectively.
