1. She spoke so loud that everyone could hear her.
2. She spoke so loud that made children cry.

Can "that" be omitted in the above two sentences?
 
Should I write (2) this way?

She spoke so loud and it made children cry.
 
Yes, but you could write: She spoke so loud that the children cry.
 
Yes, but you could write: She spoke so loud that the children [STRIKE]cry[/STRIKE] cried.

Using the present simple at the end doesn't work with the simple past at the start. If we're talking about a habitual action, then use "She speaks so loud that [the] children cry".
 
I think that what you wanted to say with sentence 2 was this:

She spoke so loud that it made children cry.

It is possible to omit that in this sentence for the same reason as with sentence 1.
