Does "social temperature" mean "social atmosphere"?

Does "social temperature" mean "social atmosphere"?

I think so, at least that's what I gather from the context. However, I have never heard of "social temperature" before and I don't think that it's a common term.
 
I've not heard the phrase before either, but I agree with how you and CS have interpreted it. You might call such an atmosphere (social temperature at a comfortable setting) "congenial".
