At least in AmE we use "sort of" as a synonym for approximately or vaguely. So in this case what follows is somewhat neutral but not perfectly neutral.

Neutral here with the full sentence does not make sense to me. I mean I it's meaning a lone, but I couldn't understand it with the whole sentence
