[Grammar] Start a sentence with a verb

Dear teachers

Is it grammatically correct to start a verb in a sentence like the following "Expect Chinese markets..."? Please advise

Expect Chinese markets as always to be volatile - at the time of writing Hong Kong's general election is just a few days away for example - but if we are right in thinking that the consensus has got too gloomy on China after a spell of softer data in the first half of the year, Chinese markets could well give shrewd investors a pleasant surprise in 2013.

When giving commands, the subject (you) is often omitted.

Go to your room.
Expect markets to be volatile.
