[Grammar] still pending /has been pending

1. The issue is sill pending.
2. The issue has been pending.

Do both sentences have the same meaning?
 
No. #2 is not a complete sentence.
 
If I say:

The issue has been pending as of today.
 
No, that doesn't mean the same as #1. I'm not really sure what it does mean.
 
I would like to quote relevant email of #1 and #2. Please check for any grammatical errors.

Please note that all materials shall be from approved vendors for our new XYZ project. We had clearly mentioned the same in Material Request(MR). This mail is just a reminder as we had faced similar problem for 'Steel Wire Mesh' in another project. This issue has been pending so far. Our QC department straight away will reject if materials procured from non-approved vendors.

I hope your understanding on our project time limit and client requirements.
