2. I stopped at chapter two.

Are both correct?
Do they both mean the same?
Do they mean I stopped in the beginning of chapter two.

Are both correct?

Yes.

Do they mean I stopped in before the beginning of chapter two.

If that's the meaning, then 'at' works much better. If the meaning is somewhere during chapter two, then 'on' is better.
