I've been trying to look it up in my dictionaries but it doesn't seem to be there. What does it mean?

ostap, it's a made-up word. If you want a synonym, you can make up your own. It means to me what the wikipedia article told me - 'suburban purgatory' - halfway to hell in suburbia.

No. From the sound of things, the house is delightful on the surface.
