[Grammar] superlatives without 'the'

When can we use superlatives without 'the'?
 
He's best when talking to adults.

If you mean he is "at his best" (he behaves or speaks as well as he possibly can) then that's fine.
If you mean that he is the best out of a group of people at doing something (the others do not behave or speak as well as he does), then you need the article.
