What does "suppose" mean here?

32)case number A-783, Johnson vs Harris

Judge : Mr. Johnson, suppose you tell me what happened.
Mr.Johnson : We were sitting on a bench...
 
That's the general meaning, but I don't know how it fits here.
 
The judge means 'Why don't you tell me...?' or 'I suggest that you tell me...'

It's a politer way of giving the instruction 'Tell me what happened.'
 
It's a politer way of giving the instruction 'Tell me what happened.'
Is it also polite to say "You are supposed to tell me what happened"?
