The English language takes me all life to learn.

Is that correct English?
 
No, that's not natural. Try "English can take a lifetime to learn/master".

If you're talking specifically about yourself, and if you've already learned it, you can say:
"It's taken me a lifetime to learn English".

- Learning English will take my whole life.
- It'll take my whole life to learn English.
- It takes a lifetime to learn English.
