Is this "that the US government perceived a need to end the conflict." the result of "they were able to convince enough people of their case"? Or is "that the US government perceived a need to end the conflict." an apposition(equal clause) of "their case"?
I mean, is it like a "so~ that" clause that has a cause-and-effect composition? I have learned "so ~ that" or "such ~that", but not "enough ~that", but "enough" also seems to work.
