[Grammar] 'That's all that he could say.' or 'That's all he could say.'?

Is the 'that' behind 'he' unnecessary/wrong in the following sentence?:

That's all that he could say.

It's unnecessary but not wrong.
 
Yup. Both are fine, and they mean the same thing.
