That's James all over, he's got to have things his own way.
(An example from the book Oxford Dictionary Of English Idioms)

I guess it is That is James all over. But what does it mean?

Nothing at all, I'm afraid! It's an example for the phrase have etc. it/things one's (own) way.

However, I've found a synonym for That's James all over; it is That's James to a T/tee. What do you think of it?

That's a good synonym. "to a tee" is used a lot in BrE.
