Why does James refer to the conservatives quote in respect of LBC? What is the idea behind this? [

The "idiot" caller seems to be implying that LBC hampers conservative callers by not letting them speak on air. A minimum quota of, say, ten conservative callers would mean at least ten are allowed to speak on the show - there could be more, but not fewer.

The idea lurking behind it is that there are not enough conservative voices (callers) on this show, which O'Brien rejects as anyone can call in.
