Can we use the car as the subject of the phrase verb “pull over” like this?
The car pulled over.
 
Yes (in BrE, at least). Of course, cars can't do anything on their own. We know it's the driver that pulled over (or pulled the car over) but we often give cars abilities.

The car pulled over when the police appeared.
His car screeched to a halt.
I've just seen a Lamborghini doing 180mph.
