"The clock is nearing 4". Does it mean (I am not sure what is the correct way to put it down) it going to be 4 soon within a few minutes?

What is the correct way of saying it?

I heard it someone say it but I am not sure whether I heard them correctly or not.

OK, but why did he need to tell you the time? Also, is he a character in a Dickens novel? If not, why does he talk like one?

To be fair, the OP has referred to the person as "them". I was the first person to bring "he" into it. The rest of the post is entirely relevant, though. Insurance representatives don't work in shops, and it doesn't explain the use of English instead of Hindi.
