I still don't get it. Companies usually have to comply with statutory regulations rather than "parallel companies" (whatever that means). Also, what do you mean by "proper use of ... human resources?"

I suggest you rephrase the whole thing in plain and simple language.

Do you mean "efficent/optimum use of facilities and human resources"? What do you mean by "to adjust marketing"?
