Would you please check the sentence?

The comprehensive tax plan that we had promised to bring it into effect by the end of the month, has been taken into account to get valid and sound information and clearness. We base our tax comprehensive plan on people's self-declaration and the information we receive from them and plan to accept 90 percent of the declarations and only have the data of 10 percent of risky declarations checked.

Use "clarity" instead of "clearness."
Say, "comprehensive tax plan" instead of "tax comprehensive plan."
 
Say:

The comprehensive tax plan that we had promised to bring into effect by the end of the month has been

revised

put on hold

referred to committee

All of them are possible, but you use "taken into account". I am not sure what that means here.

As for the second sentence, I am having trouble figuring that out, especially the "declarations" part.

What is your target audience?
 
Tax self declaration means tax payers themselves should say/declare that how much revenues they have made within one year instead of having it calculated by the government.
I should have said " selected or chosen" instead of "taken into account".
 
Taxpayers don't make tax revenues. They pay taxes. Maybe you want them to declare how much they think they pwe.
