My initial instinct was that I would choose none of them. I would have gone for "about what" had it been there!

However, it's not and we only have these three to choose from. Well, a and b are incorrect. We don't say "The decision for...", and we don't put the infinitive after "about", which leaves c which does, after all, mean the same as my first answer!

The director should [be the one to] decide what to do.
